Latest Bank Financing Lines from the Official Credit Institute (ICO)

For this reason, we recently attended the event on bank financing and family businesses organized by the Confederación Empresarial de la Comunitat Valenciana (CEV), an essential forum to gain first-hand insight into the trends that will shape the immediate future. During the session, the Official Credit Institute (ICO) shared its main lines of action, offering a strategic vision of the current challenges facing the business sector. In addition, we had the opportunity to speak with its president, Manuel Illueca Muñoz, who elaborated on the institution’s next steps to continue boosting business activity.

ICO: New Tools

This year, ICO has strengthened its role as a financing driver for SMEs, entrepreneurs, and strategic projects in Spain, introducing new initiatives that address both difficulties in accessing credit and the challenges of the ecological and digital transition.

ICO Growth: Direct and Digital Financing

One of the major innovations is ICO Growth, a 100% digital instrument that offers direct financing to SMEs with expansion potential. With a budget of €1 billion until 2027, it is especially designed for companies with innovative business models, intangible assets, and complex financial structures—profiles that typically face more barriers in traditional banking.

Digital Line for SMEs with Credit Difficulties

At the same time, ICO has launched a €1 billion digital credit line for SMEs struggling to access bank financing, particularly those with significant investment in intangibles or high but sustainable debt levels.

Guarantees Against International Tariffs

The international scenario has also been decisive. To support companies affected by new tariff measures, the Government has launched an ICO Guarantee Line, with an initial €1 billion tranche covering up to 80% of loans. This will allow financing both liquidity and business restructuring projects with repayment terms of up to 10 years.

European Funds: Second Phase of the Recovery Plan

ICO continues to play a key role in channeling Next Generation EU funds. Highlights for 2025 include:

  • ICO Verde, focused on energy transition and the circular economy.
  • ICO Companies and Entrepreneurs, providing loans backed by EU funds.
  • Specific programs such as ICO-Housing, ICO Audiovisual Hub, or the ICO Next Tech Fund, targeting strategic sectors.

Fond-ICO Global: Boosting Venture Capital

Finally, ICO has selected 11 private funds that will channel up to €850 million through Fond-ICO Global, with the aim of mobilizing capital toward green, digital, and growth projects, further strengthening Spain’s entrepreneurship and innovation ecosystem.
